A footer is the section at the bottom of every page. Like a menu, it is a layout, and its link columns come from navigations.
A footer has no link list of its own. Each column of links is a Menu element that shows a navigation. You have two ways to set this up.
One navigation per column, such as Product, Company and Legal, each shown by its own vertical Menu element.
One navigation whose top-level links are Headings with links nested inside, shown by a single Menu element set to Columns. Each heading becomes a column title with its links beneath.

Open Footers
Go to Pages and Menus, then Footers, and click Add footer.

Name it
Enter a Unique name and click Create footer.

Open the builder
Open the footer's row actions and choose Edit content.

Pick a starting point
In Select Footer Template, choose a ready-made footer or Blank footer. Change template lets you switch later.

Build and save
Arrange your elements, adjust Footer configuration for background and spacing, then click Update Footer.
Every save goes live on the pages that use this footer.
The Navigation category of the element picker holds most of what a footer needs. You can also use any other element, such as a button.
Menu
A column of links. Set Direction to Vertical, or to Columns for a navigation with headings.
Logo
Your site logo from the theme.
Text and Title
A line about your company, or a copyright notice.
Social links
Icons that link to your social profiles.
Newsletter
An email signup box. Each address is saved as a lead.
Language switch and Theme switch
Let visitors change the language or pick light or dark.
Set each column to take the full width on phones so the columns stack instead of squeezing together.
Keep each column to the four to six most useful links. A footer is not a sitemap.
Put the copyright line and legal links in a second row below the columns.
If you give the footer a dark background, set light text colors to match.
Pick a ready-made footer template first and adjust it. It is quicker than laying out columns from a blank footer.
Assign the footer the same way as a menu: in Pages, open a page's row actions, choose Menu & Footer, pick the Footer and click Save Changes. Shop pages take their footer from the Visibility tab of Shop Configuration.
Deactivating a footer from the Footers table hides it on every page that uses it.
